[edit]Political career
Devender Goud born in political family through his maternal uncles supporting Indian National Congress built his interest towards politics when he initially got elected as student leader during his college days. Having seen his maternal uncles who were in Indian National Congresspolitical party forcibly restricted to village level politics by the dominant Forward Castes in Indian National Congress he got attracted to the policies, opportunities and the boom created by the then famous Telugu film actor N.T. Rama Rao who started a new political party calledTelugu Desam Party in 1982 in Andhra Pradesh of India to counter the then ruling Indian National Congress party in Andhra Pradesh.
He after joining Telugu Desam Party which defeated Indian National Congress of Andhra Pradesh in 1983 got elected as Chairman of Zilla Parishad for RR district in 1988 by direct election with entire RR district as electorate.
Having seen the leadership qualities of Devender Goud during his five year tenure of Zilla Parishad chairman, N.T. Rama Rao who was the founder chairman of TDP and also the chief minister of Andhra Pradesh declared Devender Goud(a prominent backward caste leader) as TDPparty candidate for Medchal assembly constituency six months prior to the scheduled elections of 1994 Legislative Assembly of Andhra Pradesh. He got elected first time as MLA(Member of the Legislative Assembly (India)) representing Medchal assembly constituency of RR district in Andhra Pradesh in 1994 with huge majority.
After his first time win as MLA from Medchal assembly constituency in 1994 , he was inducted into cabinet of N.T. Rama Rao as minister for three independent portfolios BC welfare, Co-operation, and total Prohibition. He was elevated as Revenue Minister in Nara Chandrababu Naidu's cabinet after Nara Chandrababu Naidu revolted against N.T. Rama Rao in 1995.[3]
He won second term as MLA from Medchal assembly constituency in 1999 with huge margin of more than seventy seven thousand votes[4]. Subsequently, he became minister for Home, Jails, Fireservices, NCC, Sainik Welfare, Film Development Corporation and Cinematography inNara Chandrababu Naidu's cabinet. [5]
He later won record-third term from Medchal assembly constituency in 2004 in spite of anti-incumbency, anti-TDP government combined with separate Telangana statehood sentiment swept the Andhra Pradesh state. As Telugu Desam Party lost the 2004 elections to Indian National Congress, Devender Goud was appointed as deputy leader for TDP Legislature party in Legislative Assembly of Andhra Pradesh. He was also the polit bureau member of Telugu Desam Party since 1991.
Right from 2004, having seen the injustice meted to Telangana regions with respect to diversion of water from Krishna and Godavari rivers to non-Telangana regions, the way Indian National Congress party sidelined the separate statehood for Telangana in spite of Indian National Congress party came to power with promise to separate Telangana state with seat sharing with TRS born to fight for Telangana state in 2004 elections, indiscriminate sales of Telangana region government/public lands with no proper representation to Telangana region people in local jobs of Telangana region including administrative and bureaucratic nominated posts , Devender Goud strongly perceived that Telangana leaders should fight against injustice meted to Telangana regions. For this, he organized and took padayatra (procession on foot) from Pranahitha to Chevella which was warmly received by Telangana region people and forced TDP to support for separate statehood of Telangana in the by-elections held in May 2008 as a polit bureau member of TDP party from Telangana region.[6][7]
After results of May 2008 by-elections held in Telangana region, Telugu Desam Party stepped back from the promise of separate statehood ofTelangana and instead constituted a nominal committee to decide the fate of Telangana state. Devender Goud having felt that both Indian National Congress and Telugu Desam Party are not in favour of separate statehood of Telangana and are constituting committees just to prolong the issue so that Telangana region people may give up the demand for Telangana state [8], Devender Goud resigned Legislative Assembly of Andhra Pradesh and Telugu Desam Party on June 23, 2008 to protest against Telugu Desam Party opposition to Telanganaseparate statehood. [9]
On June 28, 2008 he organized Telangana Sadhana Samithi discussion with scholars and professors from Telangana regions to discuss future steps in fighting for separate state for Telangana region.[10][11]. Telangana Sadhana Samithi was attended by 3000 delegates including Praja Gayakudu Gaddar, freedom fighter Konda Laxman Bapuji, Andhra University former vice chancellor Simhadri, Senior Journalist Mallepalli Laxmaiah, Delhi University professor Tirumali, Kakatiya University professor Venkatanarayana, Osmania University professor Visveshwara Rao, Telangana Ikya Karyana Samithi President Desini China Mallaiah Goud along with various educationlists, journalists, professors, chancellors and vice-chancellors. Telangana Sadhana Samithi was inaugurated by Professor Jaya Shankar.[12]
On July 09, 2008 he organized a convention with students of Telangana region at Osmania University arts college explaining why he resignedTelugu Desam Party and how he plans to lead the agitation for separate statehood for Telangana state through non-violation steps followed byMahatma Gandhi for Independence of India. He stressed the importance of participation of students in fighting for separate statehood ofTelangana without violence as happened between 1967 and 1971.[13]
On July 11, 2008 Devender Goud announced new political party named Nava Telangana Praja Party(NTPP) to fight for Telangana statehood.
It has been decided that the eight month old party is being merged with Praja Rajyam Party led by Chiranjeevi. While the official reason for the merger is said to be common ideology of the two parties--social justice and separate Telangana, the reality is that Goud has been finding it difficult to run the party as it had failed to create the kind of impact he expected before he quit TDP in June 23, 2008 therefore watching out for his political future the decision was made about the merger.
